SERCAP---Housing-Project---Buckingham-County---August-2020

Currently, SERCAP’s Housing Department is assisting a low-income single woman living in Buckingham County, VA, to complete a substantial reconstruction of her home. The client has lived in her home for over 48 years, and the well and septic system are at least that old. Recently, she began experiencing difficulty with the septic system on the property. The local Health Department determined that the septic system was failing, and she was referred to SERCAP for assistance. Initially, she applied for assistance from SERCAP with her elderly, disabled father, however the father recently passed away. Fortunately, the daughter is also low-income, and was still able to qualify on her own for financial assistance through the Indoor Plumbing & Rehabilitation (IPR) Program, funded by the Virginia Department of Housing & Community Development, allowing SERCAP to continue with the project.

Due to the poor condition of the home, the project qualified as a substantial reconstruction, where the existing structure is demolished and a new house is built from the ground up. The construction was awarded to Asset Enterprises initially for $93,300.00, however, the total project cost will be $106,395.00, once construction is complete. The work will be completed in the very near future, and the client will once again have an affordable home that is warm, safe, and dry, with a properly functioning septic system.

Without SERCAP’s Housing Programs, and other similar services, many low-to-moderate income (LMI) individuals and communities would be forced to go without such necessities as safe and affordable housing, indoor plumbing, reliable access to clean drinking water, water/wastewater infrastructure solutions, other community development and infrastructure needs, and more. It is important to remember that even in the US in the 21st Century; there are those who do not have reliable access to clean, safe drinking water, environmentally sound septic facilities, and affordable housing. In order to help SERCAP continue to provide assistance to both the individuals and communities in need, please consider making a donation to SERCAP’s Water Life! Fund!

*SERCAP’s Housing Program is primarily made possible through the Virginia Department of Housing & Community Development’s (DHCD) Indoor Plumbing & Rehabilitation (IPR) Program, Program Income Funds from the IPR Program, and through County Funds (Budget Appropriations) from counties across the Commonwealth of Virginia. Additionally, all SERCAP’s programs in Virginia are leveraged by a Budget Appropriation from the Virginia General Assembly, which is administered by DHCD.
